Having seen the horrors of the Commission of the People, and witnessed the torture of the criminals captured, Lily must find a way to rally the American people behind her cause to dismantle the Commission of the People and remove Dana Christenson from power. However, she cannot do it alone. Aid comes in an unlikely form as an experiment of the Commission of the People shares the extensive, inside knowledge he possesses. With his help, Lily and Clark are able to stage a breakout, freeing several prisoners of the Commission of the People and causing a frenzy within the population. But Lily has made a dangerous enemy. Realizing he has underestimated her, Dana Christenson begins to play a deadly game with Lily—with America caught in the middle. Through demonstrations, protests, and carefully-prepared propaganda, the group of rebels, now called the Central Angels, begin their attack on the new capital, hoping to expose the corruption in Central and remove Dana Christenson from power.
